Why is Czech Republic so much better than rest of Eastern Europe? Is it because they’re not Slavic but Germanic?

They were the industrial heartland of the Austrian empire and were quite rich before communism. Their proximity to Germany also helps.

East Germany is still mostly Slavic like 1000 years ago, and Northern Russia is not, and neither is West Germany, I guess now people will see it's mixed but when you do tests based on ancestry you'll see it's not, at least in Germany because it was united so late

It's relative poverty ie. in relation to national median income. In luxemburg that might still mean 1500 eur income per month for "poor" people. They are poor on national scale, that doesn't mean living on streets and begging for food. That said the statistic is more about the distribution of wealth.
