Italy is a good choice. Somewhere in the north is best, or some remote small island (they have the best sweet vines your robot mouth will ever taste). I found more of the little and hidden stony beaches and not the overcrowded sandy ones and i liked that. From my experience you also get faster in contact with certain people there and its more decent.
But that is just my experience and opinion.

Yes Dubrovnik is way too crowded and pverpriced for your budget, I usally don't give any recommendations on places you should visit there's just a ton of quitet places and I'm sure you'll find something for you, these places are usally also less expensive
