You have a fundamental misunderstanding of what a Drug Cartel is.
A Drug Cartel is an organization whose only goal is to make money via drugs. Every other operation is meant to help them to this goal, no matter what.
However, PCC is just a prison gang/street gang, they're only goal is to make money so that they can protect each other from the police, as they see it at least.
They're much more similar to Hezbollah, as they believe what they're doing is morally right.
