Classify something that they're planning as a crazy, tin-foil conspiracy so that people start making fun of it.
Then when it rolls around start celebrating it openly and telling people it's the new right thing to do and people will already be conditioned to not argue against that train of thought.

People are just too quick to label things as conspiracies these days. Cultural Marxism barely constitutes as some wide conspiracy.
If any conspiracy is involved, it's a series of smaller groups acting independently to further the goals.
