What exactly is the story behind Heathcliff? Was it always a weird parody of itself, or did it start out trying to do completely serious comedy?

The original creator, Peter Gately, died in ~2000. It was then taken over by his nephew, Peter Gallagher.
Gately's was more of a straight-forward newspaper comic. It was Gallagher that went DEEPEST LORE with it and started introducing characters like the Garbage Ape and becoming what we have now.
