Decepticons are convinced that Starscream is conspiring to hide Swindle somewhere, Starscream is convinced that the Decepticons are conspiring to hide Swindle somewhere, nobody knows where Swindle is or if he's even still alive, and Starscream's Badgeless are murdering Decepticons and harvesting their memories to try and find him.
