The issue with ASM 2 wasn't that they had too many villains, though, it's that it didn't know what element of anything it wanted to focus on at all.
Someone like Shocker or Rhino doesn't really need set-up, especially in the MCU. A lot of Spidey villains aren't people with big plans, they're just common criminals with powers or technology and fruity costumes.
