This hasn't gone to trial yet, what you've got is an estimate from the prosecutor for what is likely an involuntary murder or manslaughter case, it actually is in line with what you'd get in most Western nations tho there's very few details, no idea if this was a hit and run or if it was a drunk driver (this was on new year's) and likewise no clue as to whether she crossed the street recklessly (it could happen to be fair) so no way of knowing whether this is fair or not.
Yes, she was qtie, and apparently a very talented one, press report says she spoke 4 languages and was studying design in Italy, but cases like this are for the most part accidents even if some degree of negligence is involved.

If this is true then he should be getting something close to those 8 years if not a separate charge on top of that. Either way the guy is fucked, apparently was a Russian, so even assuming he gets an early release he'll probably be doing at least a good 4-5 years in a foreign prison. That's more than enough to break a man and put a hellish strain on whatever family he's got.
Yeah, it doesn't bring her back but look at it from the guy's perspective, he probably wasn't thinking his life was about to be ruined when he got on that car.
