Don't ever bother using the fatha. If the verb is long or emphasised use the alif. If it's final use either alif or this ى one that looks like yaa but with no dots (forget the name)

Fat7a is shorter than the alif.
so شَعب will be pronounced as Sha3b whereas شاعب will be pronounced as Sha'3ib

The numbers just represent Arabic sounds or letters that don't exist in the Latin alphabet,
3 = ع
7 = ح
As I wrote above 7 = ح
The pronounciation is rather easy, it's just an emphatic h, you breath a little strongly when trying pronouncing it.
3 = ع
This letter is pretty difficult for most non Arabic speakers since there's no Western equivalent, it's a very guttural or throaty 'ah' sound
