I think you're thinking of cartoons like Band Concert, the Dognapper and Magician Mickey, but they really both take turns being the angry one there. They both have short fuses.
I'd argue Mickey is the happy one in a lot of the earliest cartoons from 1928 to 1930, before becoming the hero.
