Personally I think it makes the characters dull. It's like Team Rocket syndrome. They only exist to act as a predictable little roadblock for the protagonist. Rinse repeat. Their plans don't reveal anything about themselves because there's nothing 'deeper' than what you get on the surface. You already know them front to back.
Rivalry done right is more like Gary Oak where he's an antagonist, but his character doesn't revolve around the MC. Their animosity seems natural & their confrontations usually have a greater significance than "I hate U". There's more at stake.
