It's a valid question really. The weapons are usually symbolic somehow, Britannia has the trident due to it's ties to sea warfare, Germania wields the sword (and crown) of the Holy Roman Emperor, for example.

Why they are women? Probably because they are romanticized and some kind of chivalrous romance to it.

These were made in the late 1800, early 1900's and it was a time of romance and nationalism and empire.

Because people want to defend women and weaponry implies power.

It seems like such a good premise for a setting that I can't believe it's never been done. All the industrial revolution fantasy I can think off is steampunk stuff that's obsessed with exaggerating tech and playing up the dirtiness of the era, rather than overly grand, pompous aesthetics which were idealized at the time.
Just imagine a Crimean-era war, with both sides dressed immaculately in their strongly colored uniforms, when two titanic goddesses rise over the battlefield, cannonballs bouncing off of their robes, slicing through the enemy lines and bee-lining for each other to engage in colossal, single combat.

America does have a female personification, Columbia.

It's more likely the common habit is to refer to familiar, nonliving things as female. The Earth (though that stems mostly from Gaia, but even there), Countries, Cars, etc. Probably because of how they mother things.
