I would say though, that I think absolute monarchy (or similar) would be pretty minimal in terms of government spending. It just doesn't make sense for a King to squander his own property too much.
Democracy on the other seems unlikely to lead to any kind of libertarian ideals in any large quantity or for any prolonged period.
