Because no one takes responsabilty of anything in here. Every time something bad happens to a Mexican, even if it was his/her fault, it is because the government, the neighbours, the police, the others, but never because the one that was really responsible.
That has created a victim complex among our population. Have you heard the news? The several mass mobilizations, road closures and riots around the country? The government isn't willing to get those criminals in jail because them and their supporters would cry "repression" at the first arrest, even if what they are doing are crimes.
