HxH doesn't have powerleveling, because the battles are based on pure nen creativity.
Even on the shounen arc chimera ant battles are one-sided and the outcome is based on a weird mix of luck and overly elaborated schemes.
No they continue to improve as nen appears later on. Yes, it's part of the show that they power up, but the adventure itself is more dominant than "leveling up" shit.

Haha no. Gon is basically "latent potential: the character." Everybody raves about how much potential he has. Killua is similar, but also has the young prodigy niche.
They don't even introduce the real power system for the series until after the bulk of the Exam arc is over.

No. Pretty much all through out, all characters for the most part strategize during each battle. There's definitely strong friendships which motivate characters, but it doesn't usually decide who wins a battle.
