That is not how a federalized EU would work.

The EU has equally important 3 presidents, already. Sorta. The commission is subservient to the other two, but is much more opaque and straightforward, the president has way more power. The presidents of the council and the presidents of the parliament are more like figure-heads, because decision in these bodies are made by voting (simple voting in the parliament and weighted voting in the council).

But the current system of the EU is not federal.I don't know if it will be kept when the EU federalizes.
