It could be used to, e.g., verify future leaked material (get the file from any source, verify sha256(file) is the same as the sha256 given by Snowden to ensure the file hasn't been tampered with), or a signal to whoever has access to the non-released leaks (e.g. release file that has that sha256).

Without further context, it could be pretty much anything else though. Few things come to mind:

One-time pad encoded message to someone
Password to previously distributed, but unreleased, files (sha256(memorable_string) isn't a terrible way to come up with a password)
Completely random signal to someone (e.g. if I ever release sha256(meaningless_string), do X). There are subtler ways to do this (e.g. I ever tweet about oranges, do X), but if whatever reason you want people to know you've sent a message, but not the content or to who, then doing something obvious but meaningless accomplishes that.

It could also be an accidental tweet of something totally benign, but the "It's time" tweet definitely make me think it was intended to set something in motion.
