It's also the 4 key figures in Mexican history, Hidalgo first procalimed Independence via the grito de Dolores, Morelos wrote Sentimientos de la Nación, Juárez defnded the Republic against foreign intervention and established many of Mexico's principles as a state (El respeto al derecho ajeno) Zapata articulated and embodied the ideals of land and freedom.
In all fairness I wouldn't make it just four if it was up to me, we usually divide our national pantheon in two (Insurgentes, Revolucionarios) three if you count the Aztecs as in Jardín de Nezahualcoyotl and Monumento a la Raza, with Juárez and Reforma wars figures standing as a possible fourth.
If I had a fifth spot I'd give it to Cuauhtémoc, maybe swap out one of the Insurgentes for him.

Say what you want, the only mistake Diaz made was to neglect the population, otherwise he's one of the best presidents the country has had.
Read Turner's México Bárbaro, see the real proportion of that one mistake, also Díaz betrayed Juárez even if he did later comission the monument in his honor.
I'm all for looking at Díaz as a nuanced important figure in our history but the man is in no way a hero or someone worthy of honors. You might as well put Cortés in your version of Mt Rushmore.
