Was the Iraqi army really the 4th strongest army in 2004? I don't really believe that.

Also, it's taking us so long to "defeat" ISIS because we're kinda non-committal about what we're actually doing. (bombing, not bombing. arming rebels, not arming rebels) Everything has been so half-assed that it's just sorta festering.

Not only that, but we've really learned our lesson that it's nearly impossible to wipe out terror groups like ISIS. The ideology is embedded in their culture, the second we demonize one group, two more pop-up in their place. The whole region needs to be cleansed with nuclear fire but Obongo doesn't want to hurt any fee-fees.

This. Most of the insurgents were soldiers. Still are most likely, and they've been fighting for a long time. Probably what ISIL is so successful. Their ranks contained large numbers of veterans.

IIRC, it was almost exactly 100 hours for gulf war 1 and ~2 months into gulf war 2 when they broke out the mission accomplished sign. The iraqis definitely put up a better fight the 2nd time.

That the Iraqi army was utterly decimated by the (vastly) superior, and better equipped, US forces in a continuation of the 20th century's industrial warfare is no surprise. It was an inevitability. The Iraq war is likely to be the last occurrence of symmetrical warfare we will see for quite some time (if ever again).

You also have to consider Iraqi morale, as well. There are many stories about Iraqi morale during this war.
