The oldest source I can find quickly is an ABC news article/video talking about the height of g-8 users, at the time pointing out all the short g-8 leaders, and referring to a recent 2007 of heights effect on aggression. I believe this might be the original source of this myth, as the height disparity between Harper and others leader might explain why estimates of Harpers height were off by a full 2 inches, they weren't comparing his height to anybody similar to his height.
Same article also called Napoleon 5'2, which he was, in french feet. He was 5'6 in English feet.

He wasn't a war hawk although he was pro-military and especially pro-navy. You misunderstand the point of Teddys military buildup, Teddy was the president that got the Panama Canal built.
He knew that after it was built it would be a huge economic and military asset for the US, but there was significant risk of stronger european countries sending some ships to the Americas and fucking up his plans. He needed a strong military to ensure stability for his ambitious goals, he recognised the panama Canal would mean the US would get more value out of their navy, he recognised that if this happened the US could be a regional power with huge control over all the Americas and he could dictate what happened on the western hemisphere rather than Europe, so a naval buildup made a huge amount of sense.
It's not that Teddy actually wanted to go to war, in fact that would have been a disaster considering his plans. He just understood the power of a navy even in a country that never went to war. Speak softly and carry a big stick as he said.
