I live in a big city with very good public transportation. If I want to travel to other cities I can just use the extensive and fast train and bus network Germany provides.
The rare times when I want to make a car trip I just rent a car for a few days.

Now I live in a smaller town of around 25,000 people. Still has really good rail links to London and all other major cities, but my girl lives 65 miles away in a town further east, and the roundtrip cost of driving there is actually cheaper than train tickets.
Not buying new, but looking at 3-4 year old cars with 20-30k miles on, most depreciation has already occurred and they still have lots of years in them.

I live in the poconos for college and the closest DMV for me to even try to get my permit is a 1 1/2 bus ride that only runs twice a day, once at 7am and once at 4pm.
