The series is called Hondo City Law and was published in the Judge Dredd Megazine. It's been collected in the UK and the US, but no single volume has all the stories far as I know. There's a nice torrent with all of the Megazine out there, so you can get that and then check the Hondo issues.

Sure. The first Shimura strip ran in Volume 2, issues 37 to 39. The next were in issues 50 to 55, and then 72 to 77.
In Volume 3, there's one in issues 14 to 19, a one-off in 21, and another longer story in 31 to 38.
And finally, in Volume 5 (the most recent one) there's stories in issues 224 to 226, 228 to 230, 238 to 243, 298 to 303, 324 to 325 and 332 onwards.

Yes. The only one missing would be Our Man In Hondo, which was published in the progs, but it's actually a Dredd story rather than a Hondo City Law one.
It does introduce Hondo City and is included in the TPB, so if you're interested, it's in 2000AD issues 608 to 611.
