This is one of the worse of the plot devices; they are in a country type road (presumably upstate New York or suburban Metro NYC) and this was approximately the 1950s (or given Tony's age as shown, if we're going inverse MCU versus books), at most the 1970s. CCTV was rare, you wouldn't even have found it on most major streets in Manhattan, much less the boonies.
And it's highly coincidental that the car would have crashed so clearly RIGHT NEXT TO A PLOT DEVICE CAPABLE camera, right? And a highly trained assassin with numerous kills to his record, but NONE yet ascribed to him, required a shot to cause the car to crash AND requires said capable assassin to come up to the car to finish the job. I guess RPG's just wouldn't be used because they really needed to make it look like an accident.
