Now when we get adult cartoons, they end up being Family Guy rip offs of, "Look how offensive we can be!!!" with shit like Mr. Pickles, Brickleberry, fucking Sausage Party.

The explanation is very simple, the 90's were just more PC than the 2000's, so the adult shows were more soft and also in most cases they put drama on, so you have comedy-drama shows, with more serious subjects than just simple-minded humor for fun, with your drama feelings'n sheit. the comedy-only shows were basically toilet humor like beavis & butt-head or south park, in the 2000's they just goes more far because they had more liberties than in the 90's.
also i don't understand why you complains if some shows want to shown how offensive they are, cartoonists literally always did that, the most obvious exemple was the movie "Fritz the cat" on the 70's based on underground comix who did the same thing, most of times it's a question of context or standards of eras, where the show take place? in what universe? and the 2010's are actually very PC, so complaining about trash cartoons it's pretty stupid.
american cartoon are also pretty involved on comedy since their creation because of their strong vaudeville influence.
