Almost every Rai got kicked out of new Japan. Aboto got kicked(more like reassigned) early, then got called back, which means he's not Sai's replacement, since he was born earlier.
There's also the mystery of Rai VIII from the second volume, which may be Sai's successor, although Kid Rai > God Rai > Gargoyle Rai > Consul Rai > Jedi Aboto > Sai. so something big is gonna happen, which is most probably Spylocke and Silk's plan to get Either Rai VII or Rai VII to rebel against Father.

Yup, IX's the only one we haven't seen, assuming the last panel of is Rai VII. All speculation though.
