It's not relaxed. At most it is texlaxed. Likely physically manipulated to keep the hair from getting too tangled though which is why the curls seems more organized.
Relaxing just makes it completely straight like the woman on the right of the OP pic whose name I can't remember. You won't get full ringlets like that on relaxed hair at least not without a lot of hairspray and shit.

Relaxed means a lot of things, not necessarily straightened as that's not the natural state of curly hair. It usually involves detangling and curl accentuating via rollers or even putting in braids and taking them out. Which may be what you mean by texlating but it's the different between and the picture here.
Alfre Woodard has a perm, tho. Straightened then styled.

Relaxing is chemically straightening it. When black women say they're wearing their hair natural they mean without chemicals or heat applied. They are not talking about physical manipulation at all.
Texlaxing is using the chemicals but not leaving them in long enough. It basically only allows the process to partially complete.
