just because the joker/batman story has been told 1000 times, that doesn't mean that they have actually encountered each other 1000 times in the hypothetical 'real' version of this story

In versions where the Joker CAN kill the batman, ego and his sense of theatricality work against him. He can't just shoot or stab him, he needs to do something memorable and over-the-top to his enemy or it won't feel right. The problem is, Batman's much too smart to fall for anything suitably dramatic, and so Joker fails again and again. Although in BTAS, Joker does at least realize it's in his best interest to use the trap Harley already had Batman in to just kill him despite getting mad at Harley for defeating Batman without him, so some incarnations DO have some practicality on the subject. Batman's just smarter.

Other versions of the Joker can't kill the Batman on some level because the Joker can't function without someone like Batman to define himself against, but I've never been a fan of this interpretation. It makes more sense to me when it's just Joker's narcissism getting in the way of efficiency than not having a life outside his nemesis.

Pretty sure that was what happened in one of those stories where Joker gets godhood, wasn't it? Joker can't kill Batman, at least not permanently. He defines himself by his opposition to Batman, by the "feud" between them, two sides of the same coin. He killed Bruce thousands of times over, but he could never move on from that.
