To put it bluntly, taxing the companies lowly and the workers highly (what Scandinavia and the Netherlands are doing, what Macron is trying to implement in France) is like feeding a cow in order to milk it. Taxing the companies highly is like trying to milk a cow by squeezing its neck. At best it does nothing, at worst it kills the cow.
