I actually prefer the assymetrical design because it gives the flag more character.
It actually looks like the flag is moving, whereas perfectly symmetrical flags seem to be static and boring

You can't have the Irish flag laying flat over the Scottish one anyway as it would seem to be taking precedence over it, and that's not only rude but dishonourable.
