Train technology can survive decades of use. I remember seeing a document about a tram operating in South America originally built for the 30's Olympics in Germany.
USA has different priorities. Their trains don't need to look fancy and new, they prefer them to be sturdy and make money for many decades even if it means using slightly outdated technology that's very fuel thirsty. It's the same with their vehicles, they don't care whether a pickup truck drinks more fuel as long as it reliably starts every day for decades. Blessing of cheap energy.
