The character arc I haven't been able to really wrap my head around for her. She doesn't just want to be bigger and stronger, she wants excitement and she wants change. The thrill of being basically a giant siege weapon, and the thrill of flight. Both gave Jasper this deep feeling of desire that she may or may not have always had, and now she wants more of it. To keep up that excitement and really break free from what she was as just a quartz.
That'd actually be a pretty nice character arc for her. None of the gems have really had such a selfish desire for excitement outside Amethyst, and hers is more tied to her search to find what she is and what will make others around her and herself happy. Jasper could be full on self-centered lust for change and power.

All humans inherently have to find their own way in the world.
Gems are born with a purpose, and while they can rebel against it most of them don't. Even then, they're designed with that purpose in mind, so they're in many ways permanently bound to it even if they escape it. In some cases, like Pearl's, it's so ingrained in them that they might struggle to ever escape it.
I think that Rose was fascinated and maybe even jealous of humans' ability to largely choose their own fate and destiny.
