I suppose it could be neat if he started out like the Punisher, killing them, but over time developed his anti-kill policy. The internal conflict could come about as he tries to resist falling back into his old habits. You could even have Jason and Dick acting as his "angels on the shoulders".

The gadgets are just means to a non-lethal end. He wouldn't use or even need gadgets if he could just shoot people.

Yes, there are a shit ton of heroes that can be called a mix of batman and punisher. Heck if you want there are even stuff like BvS or Flashpoint Paradox were Batman himself is given a Punisher personality.

Hold on a sec, lets look at it from another direction. What if our PunisherBat isn't against killing in general, but leans a little heavier towards the 'Dark reflection of the Joker' side of bats? It's not enough for him to defeat the costumed villains, beat them, even kill them, he feels the need to show them up, show them and the world they're not worth being afraid of compared to him. Mooks are just mooks, the useless generic thugs that breed like rats and can be exterminated just as easily, but the costumed freaks need to be broken, forced to admit his brilliance and that they're wrong. Instead of the Joker being obsessed with bats, lets have a Batman obsessed with his costumed villains, and not in the stupid fanfic tier 'Bruce Wayne is just mentally damaged and playing dress up' way.

Imagine a world where Arkham, still terrible foreboding, relic of the 1900's asylums Arkham, is their only real refuge from what the Bat does to them. Voluntarily submitting themselves for treatment, with Strange actually helping them recover...only to twist them back to crime when they're ready to face the BatPunisher again.

And there's no escape for the reformed either. BatPunisher continues to terrorize them annually to be sure they stay that way. Even beating the shit out of them despite being reformed.

Funnily enough he has the most justification out of any version of Batman for not killing the Joker.

Right, because it's not about reforming. It's about showing the world he's better and scarier than them. That however evil, criminal, superstitious and cowardly they are, he will always be the far scarier alternative. They made the mistake of becoming costumed freaks and he uses them as canvas to terrorize the world in the supposed goal of keeping the rank and file criminals terrified and the 'good' citizens from straying. That and there's just no way he'd believe they could reform, that they could get over it, get better. He's better than them and he can't, after all. If they run away, ditch the costumes, try to hide, he'd just choose to believe they're up to something.

Yeah. I feel like there should be a way out, though. Like the Joker just wanting to make Batman laugh, even once, but not, y'know? Not anything lame like 'feeling truly guilty/repentant' or anything. Some sort of soul-crushing realization that they could scream out in the worst moments and he would smile that tight little Batman smile, that one of them finally, truly understands and then put a bullet in their head and let them rest. And all the others would be later be gathered in their bar drinking wondering...what did he do? What did he say or figure out? To finally earn an escape from all of this?
