From my point of view, art necessarily requires some degree of craft, skill on the part of the artist, it doesn't necessarily need to be beautiful or even aesthetically pleasing (but if you're going to create, why create something that isn't magnificent). Art is not, in my view, easy to create and not everyone can do it. Real art takes a lot out of the artist, time, effort, but a real artist also pours himself into his work. This isn't easily quantifiable, but all but the most surly philistines can sense it.
