Who says Pearl got to choose her weapon? Maybe Rose just asked Bismuth to make a weapon for her and that's the weapon she gave Pearl.
As for Amethyst, unlike Pearl she would have a weapon from the start since she was meant to be a warrior.
Not all weapons would be made from enemy Gems. It's probably more for enhancements than the weapons themselves.
