As we never officially left, sending more troops and hardware ro those countries would not constitute an invasion.
Having pulled ALL the troops out of iraq (going so far as to fuck over the newly established Iraqi government which wanted us to keep some presense there) we then had no ability to respond to potential emergant threats like ISIS.
For example, we dont need to send out daily patrols. The iraqi's can deal with that. What we needed to do was back them up with our superior air power which thet sorely lacked. ISIS steamrolled the iraqis who, having no air support, abandoned their posts.
A few well placed A-10's supporting Iraqi soldiers against ISIS raiding forces could have accomplished a lot.
We could also have built up some more ground troops to deal with ISIS as the situation demanded.
