I think tht while they say it's to contain Russia I think these efforts are mostly aimed at containing Turkey.
Turkish influence in the Balkans is higher than Russia, from Serb politicians singing in Turkish for Erdogan and Bosnia begging Turkey for trade deals while Russia doesn't really have any influence.
