He's more like a parasite attached to Rose that's overriding her existence.
She's just cool with it.
We don't know how gems implanted in living things work, but she might even have total control over whether or not Steven's mind can move his body. The other gems implanted in organic matter could control their hosts, but those hosts didn't have mind of their own.
