CENTCOM was constantly lying to officials and media about amount of actual work US done there, inflating numbers, while playing down strength of ISIS. To a point when 40% of analysts went raging and complained when real data was ignored and statistics forged, so that investigation was started about it to expose it.
Russia since first moment it entered Syrian war, with lot lesser resources did a lot more. USA recently picked up efforts to save face and pretend they are doing something - being forced to bomb ISIS oil infrastructure, caravans and bases afer we started: but it still remains a farse - its not even properly working together with Iraq goverment, that behind US back litterally officially asked us to go bomb them instead (we refused though).

It's an outrageous and inflammatory statement that riles up the media into reposting it and clutching their pearls ad nauseam, but it also resonates with a lot of normal people.
