That's understandable, but if you think the number of people living on third world countries it's hard to believe that this is really the only issue. From the 20% that doesn't live of drinking water from tree holes, there aren't people that can train in a higher level? I mean, ok they don't have the facilities to make a sailing team. But, there are many sports they could be training. In fact, they do and they fail.
