It's cheaper that way (for home makers, that is). Not all americans can afford real house made out of bricks and stuff. Surprising enough, such houses still have their own basement. At least their apartment buildings are rock solid though.

-15F is colder than -20C, it's about -26 or -27C. And the idea isn't that the cold will damage the pipes directly, it's that when it starts getting that cold the heat coming from inside the house won't heat the water in the pipes enough to stop them from freezing, causing them to burst. But running a small trickle of water will stop them from freezing
