Qing-China, that was at least capable of building their own guns and artillery and simple gunboats after the completion of the Jiangnan Arsenal in the late 19th century, found itself not even capable of building a simple truck or military car by the time the Japanese invaded.
All that happened because the Qing neglected military development, which endangered China and lead to the past century and a half of all-encompassing weakness and squalor.
