I live in monterrey and it's not white. Probably between 10-20% white and that's pushing it, if you go to another zone like San Pedro it might go up to 30-40%.
But Nuevo Leon as in the state is like 95% mixed and brown.

H1-B shouldn't be a lottery or have a fixed number. It should be merit based or point based. Let's say the higher your salary is you get more points, a phd gives you points over a degree, applying for certain fields gives you more points over saturated ones, etc.
The ones with more points get priority until they reach the h1-b cap.
Current lottery system is retarded where you go through the same process to get a $150k/year job compared to a 50k/year one.

I work in academia, but I don't have firm opinions on H1-B other than to observe that is seems as though we are giving away one of our most valuable remaining exports (education) to way more foreigners instead of our own people, and that seems dead wrong to me. Instead, our own people are more often left with government-jew-bank-cartel-enforced debt.
Also, if we are going to educate H1-Bs, then they should have an easier time putting that education to use in the US rather than getting kicked back to their own countries to use it there instead.
All I know, from personal experience, is that it's stupid easy to come here illegally and an enormous pain in the ass to come here legally. That's clearly inviting arbitrage and floods of illegals.
Your people come here in droves, setting up tamale shacks and taking jobs that no American wants to do anyway for pennies on the dollar, keeping farms and small businesses from going under. You also have restaraunts open 24 hours for me to eat at after work. Breakfast burritos at 3 AM cannot be beat. (Albertacos and Taco Express are two favs of mine)
