Ok I have a theory about the nature of Rose and her relationship with Pink Diamond.
For a moment lets imagine that the Pink Diamond is young and inexperience theory is correct.
So lets ask the question of why Rose seem to be so diferent from other quartz, unlike Amethyst or Jasper, her weapon and abilities are defensive in nature, she also has some odds powers like healing tears, the ability to float and create an army of plants. All those powers seem pretty odd on a warrior unless she wasn´t created specifically to fight but to protect.
Then the question becomes what if Rose´s powers are unique by desing?
I could imagine a scenario where Yellow or any other diamonds custom made Rose as the perfect body guard for their youngest "sister" on her first colonization mission.
That would explain why Rose had all those defense base power, the shield, the bubble, the healing tears, she was created to protect and heal her master if necesary, with her floating ability she could have serve as a bodyguard and a parachute and she could summon an army of plants in the unlikely case of being outnumbered by enemy forces. Imagine the irony of a Diamond killed by a Quartz designed specifically to protect her.
That scenario could paint the rebellion not only as a failure of the empire but also personal to the diamonds. What would create more drama? a ramdom solder rebelling a killing a diamond or some one close to the autority betraying the trust of the people who made her?

I sort of had a similar idea. In my current headcanon Rose and PD were close friends at the very least, bodyguard would make sense as well.
The only thing wrong with your headcanon would be the other diamonds custom making her, as it's explicitly stated she was made on Earth.
Could be that Rose was PD's first great success and it was just a maddeningly good one.
