Texas has the Scarlet Spider, Rangers and numerous others, California has its own Avengers and so on, even Florida has the Man-Thing and a few others, and together with New York these are (currently) by far the most populous states, but this wasn't always the case - Florida and Texas have experienced massive population growth since the 1960s relative to New York, for example, while California has also increased in population, but was already pretty large; at the same time, some other states have had pretty much static population numbers for 50 years

The figure was first arrived at in 1999, so even if it had been true then - and there has been no evidence in the intervening 17 years that it was - you would expect it to be different now simply because the population is different. Hitting dead on 26 seconds for 17 years would be impressive even in a first world nation with an obsession over punctuality like Germany.

It's worth remembering that *reported* violence against women as a whole in countries like the US has been generally declining in recent decades - the rate of rapes in the US, for example, is much lower now than it was 40 years ago - when there was a reported rape against a woman (male rape not even being collected on stats in those days) every 119 seconds on average according to the Bureau of Justice (2.5 rapes per 1,000, with an overall population of 211.9 million in 1973 and assuming an even 50% are female), but this actually went up by 1980 before dropping again, and other government bodies may give higher figures. It didn't in fact drop significantly until the 1990s - indicating 20 years of inaction from US authorities and an ingrained normalization of rape in US culture; it's also probable, given recent protests, that both male and female rape is significantly underreported in US educational institutions, which would tend to indicate that the rate is much higher, perhaps as high as it was known to be in the 1970s and 80s.
tl;dr even if there were any evidence that were true, it would only be four times the US rate - 30 seconds or 2 minutes, doesn't really make much difference to the victims
