We did see her manipulating other liquids in the barn, so it might not be limited to water. Maybe they're just BETTER at manipulating water, or it just happened to be the most abundant kind of liquid on Earth for our Lapis.

I believe she was sent to report to the Diamonds how the war was going. Then she encountered Bismuth, she tried to escape, Bismuth poofed her, and that was that.

My bet is that Lapises are used for terraforming planets. One Lapis could manipulate entire oceans.

Well, let's look at the things that Lapis Lazuli can do.

She can fly through interstellar space under her own power.

She can use reflections to show people images of things she's seen.

She can manipulate water. Even if this is useless on Homeworld, it would be very powerful in space and on several kinds of alien planets.

So, her powers let her go to distant planets, survive and explore them, and tell other people what she finds there. Her abilities would be perfectly suited to an interplanetary scout, who can travel outside of Homeworld's infrastructure in search of new undiscovered planets, and give detailed reports to let the Diamonds know whether they're suitable for colonization.

It didn't take her long at all to reach Homeworld when she got her full powers back, and honestly I imagine being able to fly is a pretty useful ability to have.
