In the book they allowed people to vote also after serving in some non-combat parts of military, and it was explicitly said that any person sane enough to say the oath will get some service appropriate for them, though.

Democracy works great for informed, homogenous populations like Switzerland and (historically) the rest of western eu because it relies on people both respecting rule of law and being informed enough to elect good representation and keep it accountable (or theoretically to just do it themselves, though direct democracy is extremely rare).

Where diverse populations have critically conflicting interests, or respect for rule of law is low, or civic education is lacking, older forms of government persist (see Mideast, Africa, much of SE Asia, China to an extent).

As in people choosing their fate? yes.
As in every human is equal, no matter what? no.
You should have more weight, depending on if you actually bring something to society.
And since you get something from being a citizen, it should be something you actually need to earn, not something that's handed to you.
Well, a bit more of meritocracy and less equalitarism.
