I think it's a consequence of how they handle heroes climbing the ranks. It's less based on strength and more on how many crimes/monsters they stop. So I think one could theoretically stop a lot of low-level crime and still be eligible to move up several ranks.
I think Amai Mask says later on he refuses to move up the ranks so as to act as a sort of "gatekeeper" for the S-class.
