This is literally meaningless. Just means more countries will be able to handle domain registrations. DNS servers and other powerhouses of the web will remain where they are.

Most interesting bits include a large Expirimental range of IPv4 addresses that remain unallocated. USA/ARIN would no longer receive any preferential treatment if those designations became allocated.
