Plus everybody treats him like shit, in that episode where they're receiving messages from the alpha quadrant he's frustrated since he's getting none and B'Elanna basically insults him repeatedly for no real reason.

Then he's the very last person to receive the message, guy was such a beta B'Elanna probably wrote it herself to shut him down.
