Why does Germany have such a crippled military?

Despite being the biggest economy in Europe?

Something about waging war against all of Europe a couple of times.

they spend a similar percentage of gdp on military as new zealand and canada who basically rely on their big neighbour and isolation to protect them
germany has the UK and France as big neighbours but they are also on the wrong side because russia will be mowing through them first
they've really just given up on anything other than taking moral high ground

Once the EU army becomes a thing they can do away with it for good and let others countries buy their equipment boosting their economy further and let others do the heavy work. Of course the UK will cooperate with Europe regardless because that's what we've always done.

Japan already has one of the most professional and powerful militaries in the world. They just continue to call it a defense force.

China has absolutely no recent military experience whatsoever. Moreoever, historically, they're the ONLY people who manage to be even worse than Arabs at warfare. It's quite an accomplishment, actually.

modern chinese military is way different from half a century ago though. germans neither have had recent experience but both sides keep pace with modernization.
